Section 4863 of title 10, United States Code, is amended— in subsection (d)(1)(B), by inserting qualifying before foreign ; and in subsection (m), by adding at the end the following new paragraph: The term qualifying foreign government means the government of a country with which the United States has in effect a reciprocal defense procurement memorandum of understanding entered into pursuant to section 4851 of this title. .
