Section 745 of the William M.
(Mac)Thornberry National Defense Authorization Act for Fiscal Year 2021 ( 10 U.S.C. 1071 note) is amended— by redesignating subsection
(b)as subsection (c); and by inserting after subsection
(a)the following new subsection: In carrying out the Wounded Warrior Service Dog Program, the Secretary of Defense shall award grants on a competitive basis directly to eligible entities in accordance with this subsection. To be eligible to receive a grant under this subsection, an entity shall be a nonprofit organization, the primary function of which is raising, training, and furnishing assistance dogs. An eligible entity desiring a grant under this subsection shall submit to the Secretary of Defense an application at such time, in such manner, and containing such information and assurances as such Secretary determines appropriate. In determining the amount of a grant awarded under this subsection, such Secretary shall consider— the merits of the application submitted pursuant to paragraph (3); whether, and to what extent, there is demand by covered members or covered veterans for assistance dogs provided by the eligible entity desiring such grant; and the capacity and capability of such eligible entity to raise and train assistance dogs to meet such demand. An eligible entity awarded a grant under this subsection shall use such grant to plan, design, establish, or operate a program to furnish assistance dogs to covered members and covered veterans, or any combination thereof. The amount of a grant awarded under this subsection may not exceed $2,000,000. .
