Subsection
(c)of section 2214 of title 10, United States Code, is amended to read as follows: Not later than five days after the Secretary of Defense transfers amounts under such authority to transfer amounts, the Secretary shall provide to the congressional defense committees and the covered members of Congress notice of the transfer. Notice under this subsection with respect to a transfer shall include— a written description of the transfer; and upon the request of a congressional defense committee or a covered member of Congress, a briefing on the transfer, which shall be provided not later than five days after the date on which the briefing is requested. In this subsection, the term covered member of Congress means, with respect to a transfer— each Member of the House of Representatives who represents a district that would be affected by the transfer; and both Senators from each State that would be affected by the transfer. .
