Section 15106(c) of title 46, United States Code, is amended— in paragraph
(1)by striking 15 members and inserting 17 members ; and in paragraph
(3)by adding at the end the following: 2 members shall represent entities engaged in non-mineral energy activities on the Outer Continental Shelf. .
