Section 503 of title 31, United States Code, is amended— in subsection (a)— by striking paragraph (12); and by redesignating paragraphs

(13)and

(14)as paragraphs

(12)and (13); and in subsection (b)— by striking paragraph (5); and by redesignating paragraphs

(6)through

(10)as paragraphs

(5)through (9), respectively. Section 3602(f)(7) of title 44, United States Code, is amended by striking on behalf of the Deputy Director for Management, who shall chair the council .
