In this section: the term country of concern — has the meaning given the term covered nation in section 4872(d) of title 10, United States Code; and includes a jurisdiction that the commission, in consultation with the Secretary of State and the Secretary of the Treasury, determines to be subject to the political and legal control of a covered nation, as defined in section 4872(d) of title 10, United States Code. Section 203(b)(5) of the immigration and nationality act ( 8 U.S.C. 1153(b)(5) ) is amended by adding at the end the following:
A citizen or national of a country of concern is prohibited from receiving any visa made available under this paragraph. Section 610 of the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1993 ( 8 U.S.C. 1153 note) is amended by adding at the end the following: A citizen or national of a country of concern shall be ineligible for the pilot program described in this section. .
