Not later than 270 days after the date on which the Director issues the transparent automated governance guidance, the head of each agency shall implement the transparent automated governance guidance to the extent that implementation does not require rulemaking. Not later than 2 years after the date of enactment of this Act, and biannually thereafter, the Comptroller General of the United States shall review agency compliance with this Act and submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Oversight and Accountability of the House of Representatives a report with findings and recommendations.
