Sec. 610. Inclusion of greenhouse gas projections in NEPA reviews

In preparing an environmental document for a proposed major Federal action, the lead agency shall consider the potential effects of— the proposed major Federal action on climate change; and the effects of climate change on the proposed major Federal action. In considering the effects described under subsection (a), the lead agency shall— quantify the reasonably foreseeable direct and indirect greenhouse gas emissions of the proposed major Federal action and reasonable alternatives; utilize the best available estimates of the social cost of carbon, as determined by the Chair of the Council on Environmental Quality; and identify alternatives and mitigation measures to avoid or reduce greenhouse gas emissions of the proposed major Federal action.
In this section, the term social cost of carbon means a quantification, in dollars, of the long-term damage caused by a ton of carbon dioxide emissions in a given year.
