Section 170 of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3225 ) is amended— by amending subsection (a)(1) to read as follows: The term emergency or disaster means an emergency or a major disaster, as defined in paragraphs
(1)and (2), respectively, of section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122
(1)and (2)). ; in subsection (b)— in paragraph (1)— in subparagraph (C), by striking and at the end; in subparagraph (D)— in clause (i), by striking spouses described in section 3(15)(E) and inserting spouses described in subparagraph
(E)of the definition of the term ; and dislocated worker in section 3 in clause (ii), by striking the period at the end and inserting ; and ; and by adding at the end the following: to an entity described in subsection (c)(1)(B) to provide employment and training activities related to the prevention and treatment of opioid use disorders, including addiction treatment, mental health treatment, and pain management, in an area that, as a result of widespread opioid use, addiction, and overdoses, has higher-than-average demand for such activities that exceeds the availability of State and local resources to provide such activities. ; and by adding at the end the following: The Secretary shall collect the necessary information from each entity receiving a grant under this section to determine the performance of such entity on the primary indicators of performance described in section 116(b)(2)(A)(i) and make such information available on the publicly accessible website of the Department in a format that does not reveal personally identifiable information. ; and in subsection (c)— in paragraph (1)(A)— by striking subsection (b)(1)(A) and inserting subparagraph
(A)or
(E)of subsection (b)(1) ; and by striking , in such manner, and containing such information and inserting and in such manner ; and in paragraph (2)— in subparagraph (B)— in the heading, by striking and inserting Retraining ; and Reskilling by striking retraining and inserting reskilling ; by redesignating subparagraphs
(C)and
(D)as subparagraphs
(D)and (E), respectively; and by inserting after subparagraph
(B)the following: In order to be eligible to receive employment and training assistance under a national dislocated worker grant awarded pursuant to subsection (b)(1)(E), an individual shall be— a dislocated worker; a long-term unemployed individual; an individual who is unemployed or significantly underemployed as a result of widespread opioid use in the area; or an individual who is employed or seeking employment in a health care profession involved in the prevention and treatment of opioid use disorders, including such professions that provide addiction treatment, mental health treatment, or pain management. .
