Section 156 of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3206 ) is amended— by striking center each place it appears and inserting campus ; by striking centers each place it appears and inserting campuses ; by redesignating subsection
(b)as subsection (c); by inserting the following after subsection (a): The Secretary may award grants, on a competitive basis, to institutions of higher education to enroll cohorts of Job Corps eligible youth in Job Corps Scholars activities for a 24-month period and pay the tuition and necessary costs for enrollees for such period. Job Corps Scholar activities shall include— intensive counseling services and supportive services; a 12-month career and technical education component aligned with in-demand industries and occupations in the State where the institution of higher education that is receiving the grant is located; and a 12-month employment placement period that follows the component described in subparagraph (B). The Secretary shall collect performance information from institutions of higher education receiving grants under this subsection on the primary indicators of performance for eligible youth described in section 116(b)(2)(A)(ii), the cost per participant and cost per graduate, and other information as necessary to evaluate the success of Job Corps Scholars grantees in improving outcomes for at-risk youth. At the end of each two year-period for which the Secretary awards grants under this subsection, the Secretary shall provide for an independent, robust evaluation that compares— the outcomes achieved by Job Corps Scholars participants with the outcomes achieved by other participants in the Job Corps program during such 2-year period; and the costs of the Job Corps Scholars programs with the costs of other Job Corps programs during such 2-year period. ; and in subsection (c)(1), as so redesignated, by adding at the end the following: in the development and implementation of a behavior management plan under section 152(a); and maintaining a safe and secure learning environment; and .
