Section 147 of the Workforce Innovation and Opportunity Act ( 29 U.S.C. 3197 ) is amended— in the header, by striking and inserting centers ; campuses in subsection (a)— in paragraph (1)— by striking center each place it appears and inserting campus ; and in subparagraph (A), by inserting after area career and technical education school, the following: an institution of higher education, ; in paragraph (2)— in subparagraph (A)— by striking center each place it appears and inserting campus ; and by inserting after United States Code, the following: and paragraph (2)(C)(iii) of section 159(f), ; and in subparagraph (B)— in clause (i)— by striking operate a Job Corps center and inserting operate a Job Corps campus ; by striking subclause (IV); by redesignating subclauses (I), (II), (III), and (V), as subclauses (III), (IV), (V), and (VI), respectively; by inserting before subclause (III), as so redesignated, the following: in the case of an entity that has previously operated a Job Corps campus, a numeric metric of the past achievement on the primary indicators of performance for eligible youth described in section 116(b)(2)(A)(ii); or in the case of an entity that has not previously operated a Job Corps campus, an alternative numeric metric on the past effectiveness of the entity in successfully assisting at-risk youth to connect to the labor force, based on such primary indicators of performance for eligible youth; in the case of an entity that has previously operated a Job Corps campus, any information regarding the entity included in any report developed by the Office of Inspector General of the Department of Labor; ; in subclauses
(III)and (IV), as so redesignated, by striking center each place it appears and inserting campus ; in subclause (V), as so redesignated, by striking center is located and inserting campus is located, including agreements to provide off-campus work-based learning opportunities aligned with the career and technical education provided to enrollees ; and by amending subclause (VI), as so redesignated, to read as follows: the ability of the entity to implement an effective behavior management plan, as described in section 152(a), and maintain a safe and secure learning environment for enrollees. ; and in clause (ii), by striking center and inserting campus ; in paragraph (3)— by striking center each place it appears and inserting campus ; in subparagraph (D), by inserting after is located the following: , including agreements to provide off-campus work-based learning opportunities aligned with the career and technical education provided to enrollees ; by redesignating subparagraphs (E), (F), (G), (H), (I), (J), and
(K)as subparagraphs (F), (G), (H), (I), (J), (K), and (L), respectively; and by inserting after subparagraph
(D)the following: A description of the policies that will be implemented at the campus regarding security and access to campus facilities, including procedures to report on and respond to criminal actions and other emergencies occurring on campus. ; in subsection (b)— in the header, by striking and inserting centers ; campuses by striking center each place it appears and inserting campus ; by striking centers each place it appears and inserting campuses ; in paragraph (2)(A), by striking 20 percent and inserting 25 percent ; and by striking paragraph (3); in subsection (c)— by striking centers and inserting campuses ; and by striking 20 percent and inserting 30 percent ; in subsection

(B)as subparagraph (A); by amending subparagraph (A), as so redesignated— by striking 50 percent and inserting 80 percent ; and by striking the period at the end and inserting ; or ; and by inserting after subparagraph (A), as so redesignated and amended, the following: failed to achieve an average of 80 percent of the level of enrollment that was agreed to in the agreement described in subsection (a)(1)(A). ; in paragraph
(3)by striking shall provide and inserting shall provide, at least 30 days prior to renewing the agreement ; and in paragraph (4)— in subparagraph (C), by striking and after the semicolon; by redesignating subparagraph
