The Secretary of Education shall make grants, on a competitive basis, to local educational agencies to perform the physical improvements referred to in subsection
(b)for elementary schools and secondary schools served by such agencies. Each local educational agency receiving a grant under subsection
(a)shall use such funds to ensure each elementary school and secondary school served by such agency— hires a school resource officer who carries a firearm; and establishes a single point of entry that includes a locked anteroom— in which all guests of such school are inspected by such officer prior to entry into another area of such school; and which has metal detectors and bullet proof windows at such point of entry. To receive a grant under subsection (a), a local educational agency shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require. Not later than 1 year after the date of the enactment of this section, the Secretary shall submit to Congress a report on the implementation of subsection (a). In this section: The terms elementary school , local educational agency , secondary school , and State educational agency have the meaning given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ). The term school resource officer has the meaning given such term in section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968 ( 34 U.S.C. 10389 ).
