Section 60143(b) of title 49, United States Code, is amended— by striking paragraph
(1)and inserting the following: Not later than 180 days after the date of enactment of the PIPES Act of 2023 , the Secretary shall issue a notice of proposed rulemaking prescribing the applicability of the pipeline safety requirements to idled natural gas or other gas transmission and hazardous liquid pipelines. ; and in paragraph
(2)by adding at the end the following: In promulgating regulations under this section, the Secretary shall consider the adoption of industry consensus standards. .
