Nothing in this Act shall be construed to preempt concurrent or more stringent limitations on the use of facial recognition, or any other privacy, civil rights, and civil liberties laws and rules, by the Federal Government, a State, or a political subdivision of a State. Nothing in this Act shall be construed to authorize the use of facial recognition by a State, or a political subdivision of a State, unless the laws of that State or political subdivision expressly and unambiguously authorizes such use.
