Beginning on the fourth day following the date of enactment of this Act, the aggregate dollar amount appropriated under the heading Department of Health and Human Services—Office of the Secretary—General Departmental Management shall be reduced by $1,000 for each day on which the Secretary of Health and Human Services fails to submit to the Congress the fiscal year 2023 and 2024 Moyer Report.
