No Federal funds may be made available to administer, implement, or enforce— the final rule entitled “Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States” (88 Fed. Reg. 12760) and dated February 28, 2023; or section 655.131(b) of title 20, Code of Federal Regulations (relating to joint employer requirements) as amended by the final regulations published by the Department of Labor in the Federal Register on October 12, 2022 (87 Fed. Reg. 61660).
