None of the funds made available by this Act may be used be used, or transferred to another Federal agency, board, or commission to be used in furtherance of— any modification or publication of revised Merger Guidelines without the express authorization of Congress; the European Commission’s Digital Markets Act or in support of such Act; or the hiring of any new employees to the Antitrust Division, other than to replace retired or departed employees, unless expressly authorized by Congress.
