None of the funds made available by this Act may be used— by the— Department of Commerce for— the National Institute of Standards and Technology Center of Excellence in Climate Change; or climate change fisheries research; National Science Foundation for the— U.S. Global Change Research Program (USGCRP); or Clean Energy Technology program; or to implement, administer, apply, enforce, or carry out Executive Order 14008 of January 27, 2021, Tackling the Climate Crisis at Home and Abroad (86 Fed.
