Subject to subsection (b), with respect to funds made available under this title for grant or reimbursement programs under the headings Office on Violence Against Women , State and Local Law Enforcement Assistance , and Community Oriented Policing Services — up to 1 percent of funds may be transferred to and merged with funds provided to the National Institute of Justice and the Bureau of Justice Statistics, to be used for program evaluation purposes; and not less than 0.4 percent of funds shall be transferred to the Office of Inspector General and remain available until expended for oversight and auditing purposes associated with programs administered under such accounts.
This section shall not apply to— paragraph (3)(C) under the heading State and Local Law Enforcement Assistance ; paragraph
(8)under the heading Community Oriented Policing Services ; or any program for which funds are otherwise available, or authorized to be made available, by law for the purposes designated in subsection (a).
