Not later than 1 year after the date of enactment of this Act, the Secretary of Transportation shall promulgate or update such regulations as are necessary to require that all railroads provide warning equipment to railroad watchmen and lookouts for roadway workers that— include whistles, air horns, white disks or red flags, or lanterns; and may only include the use of a verbal warning if a single worker receiving such warning is within arms reach of the individual issuing such warning.
