Notwithstanding sections 102 and 104, amounts made available by section 101 to the Department of Defense for Shipbuilding and Conversion, Navy may be apportioned up to the rate for operations necessary for Ohio Replacement Submarine (Full Funding) in an amount not to exceed $621,270,000 for the procurement of one Columbia Class Submarine.
