Notwithstanding section 101, the matter preceding the first proviso under the heading Department of Transportation—Federal Aviation Administration—Facilities and Equipment in title I of division L of Public Law 117–328 shall be applied by substituting $617,000,000 for $570,000,000 and substituting $2,174,200,000 for $2,221,200,000 .
