Sec. 303. Virtual technical assistance and capacity building

The Director shall provide virtual and remote technical assistance support to entities that seek to apply for the grant programs specified in sections 201, 301, and 302 and require assistance navigating the Federal grants process and that are— a community-based nonprofit organization with fewer than 20 employees; a grassroots community group; a co-operative; a Tribal government or Tribal organizations; or a locality with a population of not greater than 50,000. Entities seeking technical assistance support with the grant application process must submit a letter of intent to the Office detailing the grant for which they wish to apply, along with proof of tax-exempt 501(c)(3) status, worker co-op status or proof of population size of municipality.
Not later than 90 days after the date of enactment of this Act, the Director shall hire and train full time employees to carry out paragraph (1). Technical assistance support may be provided by phone or web conferencing. The Director may provide entities seeking to apply for grants under sections 201, 301, and 302 up to 10 percent of grant funds to build the capacity of the organization to apply for Federal grants, conduct the administrative and financial management of grants, and conduct necessary reporting.
An entity seeking funds under paragraph
(1)must include in the letter of intent under subsection (a)(2) a statement of need for capacity building support in their application and reflect expected expenses in the budget submitted with the application.
