After consultation with Congress, the Director shall prepare a report describing recommended legislation for additional technical and conforming amendments to reflect the changes made by this Act. Not later than 90 days after the last day of the transition period referred to in section 6(c), the Director shall submit to Congress the report referred to in subsection (a).
