Notwithstanding sections 102 and 104 of this Act, amounts made available by section 101(3) for the Department of Defense may be apportioned up to the rate for operations necessary to facilitate the programs and activities set forth in H.R. 4365, the Department of Defense Appropriations Act, 2024, reported by the House Committee on Appropriations on June 27, 2023, subject to the terms and conditions therein.
