Section 203 of the Public Works and Economic Development Act of 1965 ( 42 U.S.C. 3143 ) is amended by adding at the end the following: Administrative expenses described in subsection
(a)shall include expenses relating to— carrying out the planning process described in subsection (b); and hiring professional staff to assist communities or organizations in— implementing projects and priorities included in— a comprehensive economic development strategy; or an economic development planning grant; identifying and using other Federal, State, and Tribal economic development programs; leveraging private and philanthropic investment; preparing disaster coordination and preparation plans; collaborating with trade adjustment assistance centers, Hollings Manufacturing Extension Partnership Centers of the National Institute of Standards and Technology, Business Centers and Rural Business Centers of the Minority Business Development Agency, and other relevant Federal economic development technical assistance and service providers to promote domestic manufacturing; and carrying out economic development activities in accordance with professional economic development best practices. . Section 204(c) of the Public Works and Economic Development Act of 1965 ( 42 U.S.C. 3144(c) ) is amended by adding at the end the following: In the case of a grant provided under section 203, the Secretary may increase the Federal share above the percentage specified in subsection
(a)up to 80 percent of the cost of the project. .
