Sec. 927. Force sizing methodology

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall develop a methodology for analyzing United States military force sizing necessary to conduct activities below the threshold of traditional armed conflict in support of strategic competition, including the following: Campaigning. Building capacity of and security cooperation with partner countries. Information operations. Civil affairs. Irregular warfare. Operational preparation of the environment.
Not later than 270 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on the methodology developed under subsection
(a)that includes, at a minimum, the following: An explanation of the methodology and how the methodology is intended to be applied to future force sizing analysis. An articulation of the roles and responsibilities of relevant officials, branches of the Armed Forces, and commands in utilizing the methodology. Such other matters as the Secretary considers relevant.
