Not later than April 1, 2026, the Secretary of Defense shall develop and implement policies, procedures, and tools to incentivize each contractor of the Department of Defense to assess and monitor the entire supply chain of goods and services provided to the Department by such contractor to identify potential vulnerabilities and noncompliance risks with respect to such goods and services. Not later than September 30, 2025, the Secretary of Defense shall provide to the Committees on Armed Services of the Senate and House of Representatives a briefing on the development and implementation of the policies, procedures, and tools under subsection (a), including information on obstacles to developing and implementing such policies, if any, and additional authorities or resources required to develop and implement such policies.
