Sec. 241. Incorporating human readiness levels into research, development, test, and evaluation activities

Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense, in consultation with the Under Secretary of Defense for Acquisition and Sustainment and the Under Secretary of Defense for Research and Engineering, shall initiate a review of the ANSI/HFES Standard 400-2021 to determine whether any elements of such standard may be incorporated into relevant Department of Defense procedures and guidance material— to ensure the safety and effective implementation of technology by ensuring that human readiness levels are adequately aligned with technology readiness levels; and to reduce the likelihood that technology will be deployed before adequate human factors considerations are incorporated into such technology.
In carrying out the review required by subsection (a), the Secretary of Defense— shall conduct a review of ANSI/HFES Standard 400-2021; shall conduct a preliminary analysis of the human readiness levels of the Department of Defense based on ANSI/HFES Standard 400-2021 to determine whether and to what extent those readiness levels align with the current technology readiness levels of technology used in major research and development programs and major defense acquisition programs (as defined in section 4201 of title 10, United States Code); shall consult with personnel responsible for such programs regarding the effect of incorporating ANSI/HFES Standard 400-2021 with respect to the schedule, cost, and performance of such programs; and may consult with subject matter experts affiliated with the Human Factors and Ergonomics Society.
Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall provide to the Committees on Armed Services of the Senate and the House of Representatives a briefing on the progress of the review required by subsection (a). In this section: The term ANSI/HFES Standard 400-2021 means American National Standards Institute
(ANSI)and Human Factors and Ergonomics Society
(HFES)Standard 400-2021 (pertaining to human readiness level scale in the system development process). The term human readiness level means a measurement system used to evaluate the suitability and usability of a technology for human use. The term technology readiness level means a measurement system used to assess the maturity level of a particular technology.
