Section 1521(c) of the National Defense Authorization Act for Fiscal Year 2022 ( Public Law 117–81 ; 10 U.S.C. 2224 note) is amended— in paragraph (1), by striking ; or and inserting a semicolon; in paragraph (2), by striking the period at the end and inserting ; or ; and by adding at the end the following new paragraph: such component submits to such office a justification for such component to independently procure such product or service that such component determines as demonstrating— the compelling need for such product or service; and either the urgency for such product or service or the need to ensure competition in the market for such product or service supports such independent procurement by such component. .
