It is the policy of the United States to secure the information and communications technology and services supply chain and to counter the threat posed by mobile applications and software services developed and owned by foreign adversaries, specifically the People's Republic of China and the Chinese Communist Party, which continue to threaten the national security, foreign policy, and economy of the United States.
