None of the funds made available by this or any other Act may be used by the Secretary of the Interior pursuant to the Endangered Species Act of 1973 ( 16 U.S.C. 1531 et seq. )— to write or issue a proposed or final rule with regard to— the greater sage-grouse (Centrocercus urophasianus); the Columbia Basin Distinct Population Segment of greater sage-grouse; or the Bi-State Distinct Population Segment of greater sage-grouse; or to implement, administer, or enforce— the rule submitted by the United States Fish and Wildlife Service relating to “Endangered and Threatened Wildlife and Plants;
Designation of Critical Habitat for the Bi-State Distinct Population Segment of Greater Sage-Grouse” (78 Fed.
