Of the unobligated balances from amounts available under the heading Embassy Security, Construction, and Maintenance from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $174,000,000 are rescinded. Of the unobligated and unexpended balances from amounts available under the heading Development Assistance from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $709,500,000 are rescinded.
Of the unobligated and unexpended balances from amounts available under the heading Economic Support Fund from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $808,600,000 are rescinded. Of the unobligated balances from amounts available under the heading Peace Corps from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $18,000,000 are rescinded. Of the unobligated, and unexpended balances from amounts available under the heading International Narcotics Control and Law Enforcement from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $40,000,000 are rescinded.
Of the unobligated balances available under the heading Export and Investment Assistance, Export-Import Bank of the United States, Subsidy Appropriation for tied-aid grants from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $59,000,000 are rescinded. Of the unobligated balances of amounts appropriated or otherwise made available for activities of the Environmental Protection Agency under section 60103 of Public Law 117–169 (commonly known as the Inflation Reduction Act of 2022 ), $11,135,000,000 are hereby permanently rescinded.
No amounts may be rescinded from amounts that were previously designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
