None of the funds made available by this Act for the General Services Administration or any other Federal agency may be obligated or expended for the leasing of facilities for temporary or permanent use by the United States Space Command for headquarters operations until the report required under subsection

(b)is submitted. The Administrator of the General Services Administration, in coordination with the Secretary of the Air Force, shall submit to the Committees on Appropriations of the House of Representatives and the Senate a report on all leased facilities associated with the United States Space Command headquarters.
