None of the funds made available by this Act may be used by the Federal Communications Commission or the Universal Service Administrative Company to update the currently applicable minimum service standards for fixed or mobile broadband Internet access services pursuant to 47 C.F.R. §54.408 without further consideration through notice and comment rulemaking procedures of the impact these minimum standards have on affordability and consumer choice and to reduce the support level pursuant to 47 C.F.R. §54.403(a)(2):
That, the FCC shall consider through notice and comment rulemaking procedures the impact that the support level for voice service as set forth in 47 C.F.R. §54.403(a)(2) has on low-income consumers’ access to public safety. Provided further,
