If, during fiscal year 2024 and each year thereafter, the President fails to submit to Congress the annual budget request to Congress on or before the first Monday in February as required by section 1105(a) of title 31, United States Code, the total amount available for obligation under the heading ‘Executive Office of the President and Funds Appropriated to the President’ during the fiscal year in which the President failed to make such submission shall be reduced by $52,000,000 until the budget is submitted.
