Not later than three years after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report that— evaluates the progress and performance of the Program in establishing and making progress toward the goals of the Program as set forth in this Act; and includes such recommendations as the Comptroller General determines are appropriate to improve the Program.
