The President shall establish a National Wildland Fire Risk Reduction Program with the purpose of achieving major measurable reductions in the losses of life and property from wildland fires through a coordinated Federal effort to— improve the assessment of fire environments and the understanding and prediction of wildland fires, associated smoke, and their impacts, including— at the wildland-urban interface; on communities, buildings and other infrastructure; on ecosystem services; and social and economic impacts; develop and encourage the adoption of science-based and cost-effective measures to enhance resilience to wildland fires and prevent and mitigate negative impacts of wildland fires and associated smoke; and improve the understanding and mitigation of the impacts of climate change and variability on wildland fire risk, frequency, and severity, and to inform paragraphs
