It is the sense of Congress that, because the Constitution tasks the Federal Government with the primary responsibility to protect national security and reserves to the States and tasks them with the duty to establish election law and to administer Federal elections, it is imperative that the relevant Federal officials communicate regularly and clearly with State and local officials who are administering Federal elections.
