The Comptroller General of the United States shall conduct a study of the ability of States to comply with the requirements for filling a vacancy in the State’s representation in the House of Representatives by special election in extraordinary circumstances pursuant to section 26 of the Revised Statutes of the United States ( 2 U.S.C. 8 ). In conducting the study under this subsection, the Comptroller General shall— consult and work cooperatively with all States and shall not rely on sample information relating to a limited number of States; and consult with the Election Assistance Commission.
In this subsection, the term State means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, Guam, the United States Virgin Islands, and the Commonwealth of the Northern Mariana Islands. Not later than 180 days after the date of the enactment of this Act, the Comptroller General shall submit to Congress a report on the study conducted under subsection (a), and shall include in the report such recommendations as the Comptroller General considers appropriate.
