The Comptroller General of the United States shall carry out a study on the feasability and requirements for all voting equipment used in elections for Federal office to be manufactured and assembled in the United States, which shall include an assessment of the importance of maintaining a secure supply chain for such voting equipment. Not later than 2 years after the date of the enactment of this Act, the Comptroller General shall submit a report containing the results of the study carried out under subsection
(a)to— the appropriate congressional committees; the chief State election official of each State; the Election Assistance Commission; and the National Institute of Standards and Technology. It is the sense of Congress that it is in the national interest of the United States that equipment used for voting in American elections be developed, programmed, manufactured, and assembled within the United States under the authority of United States persons.
