The Secretary of State, in coordination with the Administrator of the United States Agency for International Development and the heads of the United States International Development Finance Corporation, the Millennium Challenge Corporation, and the United States Trade and Development Authority, is authorized to provide support and technical assistance to the Pacific Islands to— increase adoption of policies and regulatory positions that encourage open, interoperable, reliable, and secure digital infrastructure; increase adoption of cybersecurity best practices in the Pacific Islands, including through education and training programs for government and private sector entities; assist with the development and implementation of cybersecurity strategies and policies, including incident response plans and risk management frameworks; promote international cooperation and information sharing on cybersecurity threats and incidents; and assist in the establishment and strengthening of national and regional Computer Emergency Response Teams (CERTs) to enhance cyber incident detection and response capabilities.
