None of the funds made available by this Act may be used to finalize, implement, administer, or enforce an energy efficiency standard that increases efficiency standards on distribution transformers, including the proposed rule entitled Energy Conservation Program: Energy Conservation Standards for Distribution Transformers published by the Department of Energy in the Federal Register on January 11, 2023 (88 Fed. Reg. 1722) or any substantially similar rule.
