None of the funds made available by this Act may be used to provide assistance to the Department of Defense to house persons at military installations in the United States, except in the case of a major disaster declaration made pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5121 et seq. ), or for U.S. Coast Guard personnel.
