None of the funds made available by this Act may be used by the Secretary of Veterans Affairs to report a determination under section 5502 of title 38, United States Code, and section 3.353 of title 38 of the Code of Federal Regulations, to the Department of Justice National Instant Criminal Background Check System established pursuant to section 103 of the Brady Handgun Violence Prevention Act (34 U.S.C. 40901).
