Not later than 30 days after the date the funds become available, the Secretary shall submit to the Committees on Appropriations an expenditure plan for funds made available through the Fiscal Responsibility Act of 2023 (P.L. 118-5) for the Cost of War Toxic Exposures Fund for fiscal years 2024 and 2025.
