The first proviso under the heading Rural Community Facilities Program Account in title I of division N of the Consolidated Appropriations Act, 2023 ( Public Law 117–328 ) is amended by inserting or to repair or replace essential community facilities damaged by a disaster that occurred in calendar year 2023 after calendar year 2022 : That amounts repurposed pursuant to this section that were previously designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget are designated as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
