Of the unobligated balances from amounts made available to the Department of Veterans Affairs from prior appropriations Acts, the following funds are hereby rescinded from the following accounts in the amounts specified: General Operating Expenses, Veterans Benefits Administration , $30,000,000; General Administration , $5,000,000; Board of Veterans Appeals , $15,000,000; Information Technology Systems , $15,000,000; and Construction, Major Projects , $80,218,560: , That no amounts may be rescinded from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
