None of the funds appropriated or otherwise made available by this Act may be used or transferred to another Federal agency, board, or commission to recruit, hire, or promote any person who has been convicted of a Federal or State child pornography charge, has been convicted of any other Federal or State sexual assault charge, or has been formally disciplined for using Federal resources to access, use, or sell child pornography.
