The Administrator shall contract with the National Academy of Public Administration to conduct a study examining the feasibility and merits of transferring parts or all of the Endangered Species Act
(ESA)and Marine Mammal Protection Act
(MMPA)management functions into a single agency or department. Not later than 1 year after the date of enactment of this Act, the Administrator shall submit to Congress a report on the results of the study conducted under subsection (a).
